wow. assuming the 18 yo is your child, the cheapest conventional insurance will be with the car titled in your name (assuming again you are an adult parent) with her listed as an occasional, non-primary driver. additional discounts are available for being a good student, even if they are in university. you can ask your insurer if they provide discounts for young drivers who enroll and complete additional driving and drug education programs that they may offer.
