hi. so my cousins wife is from india and has a canadian PR card (like a green card). He is a Canadian Citizen. Can he visit the US without getting a visitor visa from the US consulate? Can she visit the US without getting a US visitor visa also? she is an indian citizen with a canadian PR card. Does it a matter if they drive across as compared to fly? they are planning to fly in.

No, the United States do not recognize Canadian Permanent Resident Cards as visa waiver. Indian passport holders will need to obtain a U.S. tourist visa to be able to travel to the United States, regardless whether they fly or plan to cross a land border. Canadian citizen can cross the border without a visa.
